Meeting – 4/8/2004 Minutes
The meeting was called to order by Comm. Welch at 11:00 am. Comm. Welch took the roll. Present was Comm.Welch and Comm.Camardo. Comm. Brennan was excuse. Also present was:
Chief Gary Giannotta, Police Chief; John Salomone, City Manager; Chief Michael Quill, Fire Chief.
Approve the minutes of the minutes of the meeting held on 3/11/04. Motion to accept made by Comm. Camardo, seconded by Comm. Welch. Motion carried 2-0.
New Business
Fire Dept.
Review the roster and establish an eligibility list for the promotional exam # 75-448 Fire Chief. Motion to accept made by Comm. Camardo, seconded by Comm. Welch. Motion carried 2-0
Review the roster and establish an eligible list for the promotional exam # 75-449 Assistant Fire Chief. Motion to accept made by Comm. Camardo and seconded by Comm. Welch. Motion carried 2-0.
Code Enforcement Dept.
Review the roster and establish an eligible list for the open competitive exam # 20-041 Secretary. Motion to accept made by Comm. Welch, seconded by Comm. Camardo. Motion carried 2-0.
Police Dept.
Chief Giannotta is requesting a college requirement for applicants for the upcoming exam for Police Officer exam which is to be held in December 2004. When asked why the has not used the current list at all Chief Giannotta explained to the Commission that the school district has not decided whether to keep the SRO officers in the district. Funding may be discontinued and the officers will, therefore, have to be reassigned into regular staffing and hence the Chief and the City had decide to keep vacancies on the police staff. The City Manger gave his opinion that he also agrees with the Police Chief that college requirements should be put into the announcement. Mr. Salomone stated that he felt the trend is towards higher education and that the City would benefit. With added record
keeping and mandatory reports, the City Manager agrees that applicants with college may perform better in the Police academy. Chief Giannotta stated that Onondaga Community college is actually offering a course this fall in Police work that would allow for a successful graduate of that class to only need an addition 8 weeks training instead of the entire police academy. Documentation was provided that this Civil Service Office contacted several cities and counties in New York State to ask the minimum qualifications and the response was all the ones contacted are high school diploma or equivalency diploma. The Police Chief was asked for clarification as to exactly what he is requesting for the college requirements. Chief Giannotta answered that he would like the applicants to have an associate’s degree in criminal justice for the college and not related fields. Comm. Camardo made a motion to table this discussion and Comm. Welch seconded the motion.
Motion to table carried 2-0. Also Comm. Camardo asked that the State residency for police officer, if any, be looked into and included in any further discussion of this matter.

School District
A request to fill the upcoming custodian vacancy with a provisional appointment has been presented by JD Pabis, Asst Supt. of the Auburn school district. Motion made to grant this appt. made by Comm. Welch and seconded by Comm. Camardo. Motion carried 2-0. The former custodian list has expired as the reclassified cleaners who are now custodial workers, non-competitive, will be eligible to take the promotional exam in October 2004 and the Commission had decided to hold the decentralized exam at that time.
Old Business
Engineering Dept.
Memo received from the City Manger asking that the job duty statement for Pre Industrial Treatment Coordinator and also Project Engineer be rescinded and a job spec not be completed at this time.
CSEA Union
A letter was received in response to the CSEA letter to the Commission to address certain issues. City Manager has stated that he feels the issues in the letter were not a concern of the Civil Service Office but of the City officials. The Manager hopes that through attrition and avoiding layoffs he can bring these issues to a satisfactory conclusion for both the City and the union members. Mary Carli, our NYS consultant, will be contacted and she asked for her opinion if these are concerns of a Civil Service Commission. Motion made by Comm. Camardo and seconded by Comm. Welch to table any discussion of these issues until these letters are sent to Mary Carli. Motion to table carried 2-0.

This Commission is instructing that a memo be sent to the City Manager asking that he contact the president of Cayuga Community college, Dennis Golladay, and ask that the custodial fees for the upcoming fire agility examination be waived. Also a memo to be sent to the City Manager asking that any issue to be presented to the Commission for consideration be given at least one full week ahead of the meeting therefore allowing for the issue to be added to the agenda.
